Possibly unpopular opinion: The US transition period between administrations is bizarrely long by international standards, which suggests it doesn't really take 10 weeks to get ready, which suggests that the national security & public health risks of a 2-3 week delay are low.

It used to be longer! The November-March transition of 1932-33 was famously a disaster.
