Is it the Dems that *chose* this strategy or is this something that's happening with left/center left parties in basically every other western democracy.

The latter. But particularly hard in the US, Canada, NZ, and Australia, because the professional class has a lot of its wealth tied to homeownership. And the professional suburban class is now a core democratic party constituency.
