Arguably this is a failure of Obama to recognize (as Trump did) that he can force a policy preference on the federal government much more forcefully than historical norms suggest.

Not controlling the house pretty much forced him to pivot in 2010. Whatever points he tried to score were effectively rejected as Republicans still refused to pass anything with him for the next 6 years.
