It's difficult to game out where this is going since Trump really doesn't have any plausible move to stop votes from being certified. Nor does Trump have infrastructure needed for a coup (army is not going to do it). So all that is left is delegitimizing election while losing

A candidate needs half the total plus one electoral votes are required. With 538 Electors, a candidate must receive at least 270 votes. If PA is, for some reason excluded, then there are 518 votes available, and a candidate needs 260 to win. He would have 270. So he still wins.
