All but Oregon in 2016-2020 were considered competitive in all 4 elections and even there Parscale was talking it up

New Hampshire was literally a swing state 2000-2004 in that it went for Bush and Kerry, and the margin was pretty razor thin for Clinton in 2016 (Biden +7 iirc)
