That's what makes using a real country rather than a fake one so important to the joke. It's him openly declaring Americans will know so little about Kazakhstan that he can get away with saying literally anything about the place while he's here.

I mean, that argument does have a couple of holes in it considering the number of jokes being made at the expense of Borat's nationality when there are no rubes being interacted with.
