A deal is in the interests of both sides. Businesses like to know exactly what to expect. And having these deals greatly reduces the chance of a trade war, one side would need to openly violate the deal. But they don't HAVE to make one. They could just continue as they have.

I think it depends on whether the UK has signed onto the WTO rules. Last time I checked the they signed them as part of the EU. The Belfast agreements are not purely an internal matter, unless you think 26+6=1. The Troubles ending were contingent upon the free movement of people
