Are you saying that McConnell would have held up any Hillary appointee? But if there were enough votes for Hilary to win, there might well have been enough votes to tie the Senate: O'Rourke (TX), Nelson (FL), McCaskill (MO).

Wouldn’t reducing the number of Justices to 7 require either a Presidential signature or veto-proof majorities in both houses of Congress? Sure they would’ve proposed it, but how would the GOP have actually *succeeded* in reducing the size of the Supreme Court?
