In Australia it was the opposite. The first wave hit people who had travelled to/from the USA. In the second wave, returning travelers passed it on to essential and casual workers, aged care homes.

I think COVID hit the rich here first because they travelled more. Quickly shifted to working people. Trump's superspreader event is about to hit everyone in the DC area. That's how it works and they aren't doing much contact tracing, etc.
