I'm not a Dune guy but isn't he royalty? According to Lukács' definition it needs to be someone off to the side of history, who is affected by it but not a key player

Kind of royalty -- his mom is consort, not queen, but more importantly he's the subject of historical forces the way a common person would be (which is one of the points of the books).

OK maybe that counts then. My familiarity is limited to having seen the Lynch film, years ago, and I thought of him as more of a Luke Skywalker figure

I admit my reading of this is a minority one -- but one way to see the Dune books is that they are about supposed royalty who are carried along by genetic and historical forces beyond their control.
