Is the trouble with meritocracy the notion of advancement by merit itself or the fact that we don't have that? We still get by on connection and patronage, we just pretend it's merit. iirc Michael Young's thesis was that *in practice* "merit" would come down solely to educational success, since the most visible marker available. He was right on this. An add-on effect would be to introduce the notion that lack of educational cred would mean lack of merit.
