He's saying that order is essential (a precondition of other goods, incl liberty and justice) and so if liberals don't defend it, fascists will step into the vacuum and benefit politically from doing so. I plan to write a column next week making this exact point about Trump and disorder. My only point here, as I think Andrew’s is, is that fascists benefit from setting themselves up as defenders of order when others won’t do it.
