Yes, how is this hard to understand? Populism is a style of politics that’s parasitic on ideology. That’s how people with seemingly disparate ideologies can all be populist — by using the same style.

Trump and Bernie are both populists, for example, because they both refer to a special pure people fighting an elite enemy. For Bernie, it’s capitalists, for Trump, it’s the Deep State. They both disdain expertise. That’s the essence of populism.

In every democratic or quasi-democratic polity, successful politicians will claim to speak for the people (you don't win elections claiming to speak for the elite). So if it is just a "tactic" it is a meaningless term since that's what everyone does.
