In this case, Bolton is just making an observation that many of us made at the time, that Trump's actual impeachable offenses went well beyond what was in the House indictment.

My admittedly old fashion view is that congress has a constitutional duty to investigate and check the president when he commits crimes, without regard to whether it is politically advantageous. I never expected investigations to hurt Trump politically but that's not the point

For me it was a real dilemma. Politically I absolutely think the wisest course is to hit Trump/GOP on things like health care (as in 2018 midterms). But it's hard to see what can be done with a lawless president except investigation & impeachment.
