My take-away about Swedish exceptionalism leading to hubris & error is that any sort of exceptionalism is bad. Countries are all different but they also share, usually, common problems & can learn from each other.

"Technocracy" has changed. Sweden has a really long tradition of relying on social science - for instance they started keeping meticulous public health records long before most other countries.

But the basis for dissent on this question wasn't disagreement on anything medical - it was their belief that people would not comply with or accept significant lockdown measures.
