      Thanks for flagging this. When I looked into this yesterday, Matt’s gloss seemed pretty misleading. Basically led to dramatic salary reductions, a much whiter force and a substantially more aggressive force. Not clearly much a road map.

      It is a road map, but not because of what happened in 2013. It’s because of what happened over the past few years, when, as Danley talks about, they put in place a genuinely progressive, and enforceable, use-of-force policy, and changed their entire policing approach.

      Disbanding the old dept probably made that easier, but it was only because they adopted the new strategy, which sharply reduced excessive-force complaints even as crime continued to drop, that Camden’s worth paying attention to.

      Yeah, agree on that. The glosses I’d seen made it sound like the “abolish” part was reformist in some way when clearly it wasn’t. But I can certainly see where the institutional discontinuity likely made the later reform more possible.

      Disbanding and rebuilding seem like a necessary step in many places because police have very strong institutional cultures that are notoriously resistant to reform. This is not going to be easy but it looks like this is the way forward.

          one of the most salient, telling things for me is the nypd unions. Nypd is actually pretty diverse. But the union leadership might as well be from one the police confrontation scenes in spike lees Malcolm X biopic

          I haven't been able to look at every major city, but it seems to be the case pretty much across the country. I'm not sure there's a single FOP president who's black.

          Seems to me that Camden is more of an example that disbanding and rebuilding isn’t some impossible radical idea than it is a roadmap for how to rebuild.
