It’s intentional. NYPD was so upset by the stop &frisk ban they stopped enforcing bullshit quality of life violations for several weeks. Of course once it was clear that there was no consequence and they were just proving how unnecessary most of them are, they resumed

Conservatives and (rich, white) liberals value property much more than black lives. If the cops present themselves as the Thin Blue Line between society and anarchy, these two groups will continue to support (fund) the urban occupation army while social programs are starved
