A good essay, but it overstates neocon influence. As far as I can tell, their constituency is op-ed pages of a few MSM pubs (NYT, WaPo). As far as policy influence, they have none. Biden (to his credit) has basically taken far-left proposals and made them ok for suburbanites.

Absurd. The political and opinion leadership of the Democrats is thoroughly permeated by neoconservative thinking. It might be true that their *popular* influence is small, but most people pay little attention to to foreign policy, so neocon policy influence remains profound.
