I agree nothing is left to chance but that's true of Herriman as well! I mean the "action" of Krazy Kat is even simpler than Terry: a mouse hurls a brick ("ZIP") at a cat. The point is there is a resonance beyond the informational content.
That ignores the scenery
And even setting aside the major difference of scenery, when the action is simple, the drawings need to be studied far more than Caniff, the compositions are counter intuitive, the punch line often inverted.
