I sat on this for a day because I was afraid, as a higher ed worker and enthusiast, it was just wishful thinking. But there is nothing wishful about noting historical precedents during downturns.

The key though is it won't happen automatically -- there has be government intervention to make it happen. If I were a University president, I'd be organizing "A New Deal To Save American Education"

I work in higher ed and focus on this subject exactly. Applications are up (quite a bit) but international applications are way way down, which is not good for tuition revenue at all.
