there's a lot of latent resistance to limits on private enterprise. but i'm pretty sure there's little mass constituency for pro-merger messaging

The messaging seems pretty straightforward: the taxpayers shouldn’t be funding mergers that invariably lead to job losses. If you’re strong enough for a merger, then you shouldn’t need federal aid
