Pretty sure "First Amendment" is too simplistic of an answer. That said, I still think fining people for protesting social distancing mandates is probably unconstitutional.

Depends how they protest it. If they protest by ignoring social distancing mandates, public health concerns would trump (lower case "t") the First Amendment.
