Canada like the USA has a federalist system. Canadian provinces actually have more power than USA states & there are starker regional divides (real secessionists movements in Canada). Trudeau, prior to COVID-19, has had big fights with provinces.

As a dual citizen, I find listening to the Canadian government's daily coronavirus press conferences a great antidote to the depression caused by listening to Trump's daily buffoonery.

One major difference between Canadian federalism and American is that the American Constitution limits the federal government's role in domestic policy, except as permitted by the horrendously ambiguous Commerce Clause.

You could also look at the Australian system of federalism. States have some responsibilities for health, and lockdowns were pushed by New South Wales and Victoria - forcing the federal government to catch up.
