Yes, it's economically inefficient, but I'm not sure how much better it would turn out to have the feds buy the stuff and then decide which states get how much.

It's also ineffective when the federal govt fails to give fair warning to states about the potential disease spread, fails to give a focused message from the top, botches tests, doesn't have a point person in charge to cut red tape during a pandemic. Logistics problems huge, too.

I think we've gone 'round the bend on this being any sort of federalism when the federal gov is actively pricing states out of the supply markets said states need to protect and treat their citizens.
