I really don't think so. He does not strike me as a Thatcherite with a dogmatic attachment to laissez-faire but as an opportunist quite willing to dump austerity while appealing to the right on xenophobia and other cultural issues.

Can't vote out bureaucrats, to be sure. Eventually we are presided over by our elected officials, but governed by the agencies. If they do a good job, as with the NHS, well and good. If they don't, as with certain public sector unions in the U.S., we're just stuck with them.

I don't really know how universally true that is since a Republican would never say this about Social Security of Medicare. The best you can get is Trump promising not to cut them and then trying to cut them.

Thatcher never rolled it back. Stephen Harper and John Howard never rolled it back. Always telling that right wing leaders in other countries do all sorts of horrible things but never touch Universal Health.
