Labs to process is the biggest bottleneck. But that shouldn’t give a pass to testing shortages.
There are no tests. There's almost no swabs and there's no reagents.
Are swabs still in short supply?
I think all of them come into play on one part of the country or another. But it’s not totally clear to me that tests supply bottlenecks are fully responsible for the plateau. In man areas the issue is preserving medical workers and PPE. In other cases by design.

The bottleneck is called "Trump". Has been for months now.
"Trump" is shorthand for a total supply chain flustercuck, which Trump owns 100%.

Swabs and the labs mostly, from what I've heard and read. Apparently, the swabs are not easy to make, so hard for others to just retool and jump in. For the labs, we would need a lot more people. A serious Admin would be ramping up certification of lab techs.
What I’m mostly seeing brought up lately is shortage of the accessories needed to do and process the tests (swabs and reagents). Processing bottlenecks still appear to be a huge problem in getting results in any kind of timely manner too.
