Complaining that state governments are integral is nonsense. States have local infrastructure. They control the public labs, they have interactions with nursing homes, they have street level law enforcement. The Federal government doesn’t have these things. Never has, never will.

The federal government doesn’t have local data, local enforcement, local relationships, local contact info, or the constitutional authority to set policy on a local basis. States have that. They have boots on the ground, facility level data and contacts, and authority to act.
