That’s part of it, sure. But conservatives have been happy to wield national power in many domains. Too many are just not “conservative” in the sense of preparing, planning, insuring against inevitable disasters in the future, be they public health, environmental, or economic.

Pretty confident the "state's rights" card is just an excuse to cover a massive eff up. Since when do governors have to beg for their state's rights to be superseded by the federal government? Not usually how that power struggle goes...
