It would hinge on credibility in being able to produce at scale, probably. Which is ultimately what the frontline workers are relying on as well.

They would hoard. But we needed rules for hoarding things like t.p. and masks. And we needed to close bars and restaurants and spring break and conferences. So someone *competent* in leadership would be the best option. (Federal govt experience is so crucial)
