In other words, would a more honest public health message on masks have worked? Some people might have hoarded but there would also be a strong social pressure to not do that and donate masks to hospitals.

There would have been guidelines and convo on that too, causing the same social pressure. Education and transparency have long been known to produce stronger outcomes.

Honestly, even if it isn't all that effective, what's the harm in people donning masks? On the few occasions I've had to go out for medical appointments, I've worn a mask. (I've been not well, but tested negative for COVID-19.) My experience is that people cut me a wide birth.

Perhaps we can forward medical-grade masks to the hospitals and front-line workers & make do with makeshift masks, scarves, etc., on our own? Something's better than nothing?

That's what I'm doing. Cut up a t-shirt. Make a couple. wear in grocery when you absolutely must go into a public space.
