Yes, but it doesn't deliver miracle cures. The jury is out on whether it improves outcomes a bit, but it doesn't deliver miracle cures. This sort of pernicious confirmation bias has been the stuff of quack medicine forever. There's a great chapter in Bob Park's book all about it.

Why doesn't it make sense? Chloroquine and hydroxychloroquine are commonly used to treat COVID-19 in other countries. It's use is standard in China.
