There's a huge parallel between Trump and Hoover. Both men had exceptional talents (Trump's "talent" is largely for PR and understanding how to stoke tribal hatreds). But their flaws left them in a uniquely awful position to face the crisis which arose on their watch.

Hoover was a crappy president. He was not a (particularly) crappy person. Just the wrong kind of person for that particular job.
