HIPAA allows public health authorities access to a lot of data. Is the idea under proposal that other entities would have access to deidentified data?

There's certainly an argument that in areas where the virus is not yet widespread, knowledge of specific first cases or positive diagnoses would make it easier for people to self-identify that they've potentially been exposed. For ex., we only have 1 confirmed case in my city.
