Other countries in the cluster with the US had a slow start on testing, so I don't think it matters. The slow start means the virus had ample time to spread. Once we started testing, we discovered it is everywhere.

yes our testing is accelerating, but meanwhile the virus doubles every few days, so there's not gonna be a "PHEW, we just hadn't tested everybody, now it'll settle down" moment because the virus wasn't pausing to give us a breather
