Hope I'm wrong, but judging by the trajectories in Italy, France, Spain, the UK, and the USA, western democracies can't hack the Asian response model until it's too late.

I suspect other differences could also be factors. We generally lack urgency about natural disasters. Maybe because they're ipso facto a drag on profits?

Have read that prior experience with SARS in Asia attened general population to the need to act quickly on a viral threat. Ordinary citizens didn't need to be told handwash, no handshakes, and they all donned face masks, and did it early.
