Because impeachment is primarily a political tool, not a strictly legal/procedural/institutional one.

Wouldn't the logical conclusion to this be that impeaching is not a viable method of prosecuting high officeholders crimes and misdeeds, and instead and office such as the Presidents, let's say, should be prosecutable under regular legal order?
