2. The Senate GOP gets implicated in all sorts of ways. One of them is the fact McConnell ha been working with White House, so was in a position to know about Bolton's claims (as WH did). So he's party to the cover up in a very direct way.

Maybe McConnell gives "permission" for, say, the three most vulnerable GOP senators up in 2020 to vote for having witnesses (so that helps them but is not enough to actually get the witnesses called)?
