I don't think so. One reason Canada's democracy works better than the US's is that there's so much turnover. Power corrupts even good people over time. If the US Congress consisted of people in their first few years, it would be vastly better than being run by Mitch and Nancy.

The situation in Cal. is instructive. After instituting term limits, the only continuing institutional memory in Sacramento remained with lobbyists, who were able to fudge, shade and alter recollections to fit their patrons' interests.

It absolutely does. I've been saying that for decades. Legislators who haven't worked their beat are at the mercy of industry lobbyists. It also undermine democracy by not allowing the citizens to make their choice.
