      Are all minority groups "nationalities"? I mean, black Americans aren't usually seen as a nationality (unless one takes the position of Black Nationalists)?

          I'd guess "no." since women aren't. and LGTBQ aren't. maybe there's some other "minority" def? really thought women were "protected" class but I'll volunteer I 've no clue McGough's point w/ this ... so I'm likely not anyone authoritative who should be chiming in here

          Natives have been recognized as nationalities going back to the earliest days of European settlement, when England, France, Spain etc. entered into treaties with Native nations.

          No, but Jews have always considered ourselves a nation/people/tribe with a distinct culture, language, etc and not simply a group bound together by belief and ritual. Our scripture refers to Jews as אם ישראל - the nation/people of Israel. It never refers to us as a religion.

          No, but the other minorities are already named in Title VI - so black Americans would be protected via the "race" designation. They wouldn't require the nationality designation in order to be protected.
