I think Buttigieg is imagining there'd be a slightly more ecumencial swing bloc, which, theoretically, if it ever came into existence, could be... interesting. But seems way too hypothetical to be musing on in a primary.

Have 15 judges but have 9 selected at random (or rotated) per case/month/etc. Discourages people trying to play to particular judges when a particular court makeup is around.

Abolish the Supreme Court altogether and have a random set of Appeals judges sit for a session or case. And set terms at 14 years.
