Competence is not synonymous with "organization and planning". Competence is also leadership, judgment, and flexibility to adjust to change. All of which Hoover notoriously lacked. So using Hoover to deride the importance of competence is just silly. And dangerous.

You should read a biography of Herbert Hoover. His management of famine relief in WWI and after absolutely displayed "leadership, judgement, flexibility to adjust to change" & saved millions of lives. But that didn't make him a good president.
