Does he have a choice on whether the Senate takes up a Bill of Impeachment or not? I'd be surprised if he does.

I'm pretty sure he can not allow it to come up. I'd bet he'd want to avoid at all costs the embarrassment of forcing each Senator to go on record with a vote.

I'm not sure it's something he can stop. He can probably try and delay it, but that will put him up against the Supreme Court as well as the House.

"In favor of an inquiry" != "in favor of impeachment" That said, i don't think they would come out for an inquiry without thinking it was pretty likely they would eventually be pro impeachment.
