I'm not offhand aware of another, unless you buy some rather sweeping, even misleading, interpretations of proposals to restore or increase the estate tax. The estate tax is good, is progressive, and targets wealth - but it's not the same thing as an actual wealth tax.

I assume they mean a tax calculated as a percentage of the taxpayer’s wealth. To my knowledge sanders didn’t propose such a thing in 2016 and can’t really think of anyone else who might have going back at least to the 90s
