Would you recommend I read this book? (Note my formal reading on the Vietnam War is limited to half of "The Quiet American", so "it's good, but read this other book first/instead" would be a helpful answer).

I wouldn't recommend it for the simple reason that although path-breaking it's been superceded by other research. The place to start is George Herring's America's Longest War.

The proper use of intelligence is when decisions are made based on facts and details gathered by intelligence. Iraq was a deliberated use of those facts and details collected and them twisted to support an already taken decision.
