It was also that the US before WWII and the Cold War was essentially 3 or 4 self contained countries (South/SW, Northeast, Midwest, and CA/Vegas). Fighting Hitler & Stalin made that untenable. Even Reagan and Goldy rec'd that u had to have top down, federal policy for most part
