He won't be removed by Senate but impeachment hearings would 1) allow Dems to investigate & tie up Trump's administration (already chaotic & thinly staffed) 2) tie congressional GOP to Trump (an unpopular figure) & his crimes for 2020 election

How is it wish-fulfillment to think that scandals hurt politicians and parties? There's a reason why Hillary Clinton opponents (including you) focused on them. Or see GOP in 1974 or Al Gore tied down by Clinton scandals in 2000.

There's just no evidence that Clinton "scandals" hurt Gore in 2000. Just look at the debates - Clinton's name barely came up. (Literally - the "Clinton" was said a total of 8 times in the three debates.) And the only scandal mentioned had to do with fundraising.

Bush said "I will restore the honor and integrity of the White House" about 10 million times.

The fact that Bush brought it up is not evidence that it hurt Gore. If it was an actual issue in the campaign, someone would have asked about it in the debates - or Bush himself would have brought it up.

Gore himself thought it was important enough that he picked a running mate (Joe Lieberman) known for his moralistic condemnation of Clinton.

Exactly - he thought the scandal would hurt, and therefore ran away from Clinton, despite WJC's popularity. Do you really doubt that Clinton would have won easily had he himself been able to run against Bush in 2000?

But Gore wasn't able to use Clinton the way he'd otherwise would hav). This suggests GOP campaign to make Bill toxic was effective in dividing Dems, which influenced election.

It's not that Gore "wasn't able to use Clinton" to his benefit - it's that he chose not to. I suspect that was mainly a personal choice - Gore was weary of the scandals and of Clinton more generally. But regardless, it was his choie, not something public opinion forced on him.

And I don't really see analogy to 2020 in that story, regardless. Are we suggesting that Trump is going to run away from himself, or that the GOP will finally, at long last, abandon him, even though he has a 90% approval rating among GOP voters? No chance.
