Plus a concern that it would do more to energize Rs than Ds. There is an availability bias issue: Impeachment advocates know lots of other liberals who would feel more engaged if impeachment happened. They don't know conservatives who would be more engaged because of it.

The whole one point is that the House's decisions are in no way determinant of if he gets away with crimes. The Senate will not vote him out. If the Senate would, the House would impeach in a second.

Have to agree with you there. A failed impeachment attempt would be a disaster.

I don't disagree that it's a bad message. On the other hand, I also think that impeachment needs to have democratic legitimacy, which will be dubious if a majority of the country opposes doing so.

Any impeachment which resulted in actual consequences (i.e. removal) would need like 20 R senators to defect, which would require massive public opinion changes. Absent that, it's a message bill and can be treated as such.
