Chrétien and Harper were both bilingual and I will argue that Chrétien was fully fluent. There's a difference between accent, pronunciation and fluency. Yes, the running gag was that he was neither able to speak French no English, but that's because he did not speak like elites.

Well because constitutionally French and English enjoy equal status as official languages of Canada. It is not because they want to try or something.

And, here's the thing - it plays right into the hands of taking pride in ignorance. In Europe, it's just understood that a lot of people speak more than one language. We've got the wrong priorities and aren't using best teaching methods, here, tbh.

I agree with your sentiment but in Canada we have two official languages and it’s been a custom for a long time for our leaders to be bilingual. Also, many quebecers want to leave so we’re not a great example of national unity.
