Climate scientists, in my reading, neither say that we have 10 years left nor that climate change is likely to destroy the basis of human civilization. They say that it's a big, hopefully manageable problem that has some severe long-tail risks.

If there is a collective action problem (as there is) then each party can effect ultimate outcome by pushing forward in a productive manner, which is best way to encourage other parties to do.
