Well, even if I did think the right's lack of cultural power was a problem, I'm not sure it's amenable to policy solution. I mean, maybe they should try winning more converts to their churches, writing novels, making movies etc. But I don't see a political solution to this.

Movies and television shows are quite pro-military and law enforcement. Very heteronormative too (though that's changing). The right has sneaky cultural power.

Most stories also have the villain/antagonist being the one initiating change, with the hero/protagonist trying to maintain a status quo. Which is a pretty conservative template when you think about it.
